What Is a Quality Assurance Certificate in Real Estate?

In the world of real estate, quality matters just as much as timely possession. One important tool introduced to ensure that quality is maintained on-site is the Quality Assurance Certificate. This document is a technical report prepared by the engineer or site supervisor of a real estate project. It confirms that the construction materials used meet national quality standards and that all work is being executed under professional supervision.

Introduced by MahaRERA in December 2018, this certificate became mandatory for all new real estate projects registered after that date. Before its implementation, developers were required to share financial progress reports. These showed how much money had been spent and what percentage of work was completed, but they lacked any formal check on material quality or site safety.

To bridge this gap, MahaRERA introduced the Quality Assurance Certificate to shift the focus not just on “how fast” construction is going, but also “how well” it is being done. It ensures that future homeowners are getting properties that are not only on schedule but also built safely and sustainably. This certificate covers both the technical strength and safety aspects of the building process.

Every quarter, the site engineer must inspect and confirm several key points:

  • Cement used is stable and strong.
  • Steel is flexible and tested.
  • Bricks and blocks pass water absorption and durability standards.
  • Concrete undergoes compressive strength testing.
  • Other materials like tiles, pipes, fittings, and sand must meet national construction codes.
  • Workmanship follows safety and construction best practices.

Moreover, engineers also verify that electrical systems, such as wiring, lifts, and installations, are completed by certified professionals. A qualified structural engineer must approve the overall stability of the building design and foundation. This multi-layered checking system ensures your building is not just standing, but truly sound and safe.

So, when and where is this report submitted? At the end of every financial quarter, the developer must upload this certificate on the MahaRERA website. This needs to be done separately for each phase or building under construction, ensuring accountability at every stage of development.

Why does this matter to homebuyers? Because this certificate is your proof of quality. It protects you from poor construction, which can lead to future problems like cracks, water leakage, or unsafe structures. As a responsible buyer, you should ask your builder whether these reports are being submitted regularly—and even better, verify it yourself on the MahaRERA portal using your project’s registration number.
